Description
A clean air action plan (or CAAP) intends to improve air quality and protect public health and the environment by enabling the government and different stakeholders to mobilize resources in the most effective and efficient manner to achieve air quality objectives and identify of cost-effective measures against impacts of air pollution.

In Guidance Area 5, learners will understand the role of clean air action plans (CAAPs) which is to include and strengthen air quality management in relevant policies and legislations of cities and countries in the region. This module is divided into two sections: 1) CAAP development process – discusses the step-by-step process and basic considerations in developing and implementing a clean air action and 2) Policy instruments for air quality management – discusses appropriate policy instrument and measures to address air pollution. This module is designed as a practical guide for developing clean air action plans for specific areas.
